In 2014 iLinQ Consortium was formed to bid for an extension of the existing Sydney Light Rail network from Circular Quay to Randwick and Kingsford. Peter was retained byMcDonnell Dowell and Balfour Beatty Joint Venture network constructors to manage the interface with Bombardier Transportation as Light Rail Vehicle supplier, recognising the key role of Keolis Downer Joint Venture as proposed network operator. Multiple Consortium participants and a complex proposed Public Private Partnership arrangement resulted in the need to carefully manage relationships between the parties. The Consortium was faced with a challenging bid timeframe and a number of conflicting external priorities, all of which played a part in the Consortium withdrawing from the process just prior to bid lodgement.
