In 2001 the Japan PFI Association commissioned a feasibility study for a surface-operated Light Rail system for Koto Ward in Tokyo. The intention was to link the “spokes” of the existing Metro system with a circumferential transport service, with the project to be delivered as a Privately Financed Initiative (PFI). Peter Wilkinson was retained as part of a Serco team to evaluate the study and provide specialist maintenance input. The team prepared a desk-top study and was involved in a series of site inspections and in-country Investor meetings.
